Copper scrap prices by grade in Morocco
Copper is not one price. Yards grade it by cleanliness, coating and gauge, and the spread from the top grade to the bottom runs 25 to 35 percent. These are the same grades used on export contracts, converted to MAD.
The scrap market in Morocco
Moroccan scrap exports require a licence. An arrete from the Ministry of Foreign Trade published in the Bulletin Officiel made the import and export of ferraille conditional on obtaining one, following an earlier arrete of 29 June 2009 that had already subjected exports of recyclable metal waste of any nature to prior authorisation.
The pressure for it came from FIMME, the federation of metallurgical industries. Their argument was straightforward: before the licence, roughly 2 billion dirhams a year of ferrous and non-ferrous waste left the country with no restriction, which they said encouraged copper theft, allowed the informal sector to spread, and deprived domestic metallurgy of increasingly scarce raw material.
What makes Morocco unusual on this site is that the other side answered, and their answer is also reasonable.

Scrap metal rates in Morocco, by grade
Rates in Morocco are quoted per kilogram in MAD. Typical ranges are Copper: DH 95 to DH 120 per kg; Brass: DH 58 to DH 74 per kg; Aluminium: DH 13 to DH 17 per kg; Zinc: DH 15 to DH 19 per kg; Lead: DH 10 to DH 12 per kg; Stainless steel: DH 9 to DH 12 per kg. Across common non-ferrous grades that puts most material between DH 9.0 and DH 120 per kg, with copper at the top of the range and stainless steel near the bottom.
These are ranges rather than quotes. The band reflects day-to-day movement in the metal market and the spread between one yard and another, which our own research has found can reach 40 percent or more for the same metal in the same city. The midpoint is derived from the international exchange settlement converted to MAD and adjusted by our published market factor of 0.86. Expect a local buyer to sit toward the lower end, because they carry collection, sorting, processing and their own margin. Selling scrap metal in Morocco: rules, ID and payment
Recyclers put their case in terms worth quoting in substance: exporting ferrous and non-ferrous waste is, for them, an obligation rather than a choice, for two reasons. There is no local market, and there is no local treatment industry apart from Sonasid.
That is the crux. A licence regime assumes domestic buyers exist to absorb the material. If the domestic processing industry is effectively one company, restricting exports does not redirect metal to a competitive market, it redirects it to a single counterparty.
Both sides agreed on one thing, which is the most telling detail of all. Without precise conditions written for obtaining the licence, FIMME itself said the arrete becomes inapplicable. The federation that pushed for the rule acknowledged it could not work without a clear procedure.
Separately, Law 28-00 of 2006 governs waste management generally. Waste exports require an authorisation granted subject to the written agreement of the destination state and compliance with applicable international conventions including Basel, and importers and exporters must hold insurance or a financial guarantee covering accidents or pollution.
Before you sell
- Establish the licence position before you contract anything for export. It applies to ferrous and non-ferrous alike.
- For an export authorisation under Law 28-00, expect to need written agreement from the destination state and evidence of insurance or financial guarantee.
- If you sell domestically, understand who the realistic buyers are. Recyclers themselves have described the local processing industry as effectively one company.
- From 2026, if you sell to an industrial transformation company and you are outside the VAT scope, expect the buyer to self-assess the VAT rather than pay it to you.
- Keep documentation of origin. Copper theft was named as one of the reasons the licence regime exists.

Can I export scrap from Morocco?

The Finance Law 2026 extended the reverse charge regime. Industrial transformation companies must now self-assess VAT on purchases of new industrial waste, metals and recovery materials from suppliers outside the VAT scope or exempt without deduction rights.
Why did Morocco do that?
Analysis of the measure identified metals, ferraille and recycled materials as concentrating a significant share of untraced flows. Moving the VAT obligation onto structured, identified companies bypasses the problem of collecting it from informal suppliers.
Is Morocco unusual in adopting reverse charge on scrap?
No, and that is the interesting part. China introduced reverse invoicing for scrap in April 2024 and the UAE introduced a VAT reverse charge for scrap in January 2026. Three very different jurisdictions reached the same structural answer to the same problem within two years.
Who buys scrap domestically?
Sonasid is the principal long steel producer and operates a fully recycling-based process using recycled ferraille as its raw material, with a stated ambition to become a recognised green steel producer. Recyclers have described the local processing chain as effectively limited to it.
What should I keep on file?
Evidence of where material came from. Copper theft was one of the stated reasons for the licence regime, so provenance questions are more likely here than in a market without that history.
