Copper scrap prices by grade in Saudi Arabia
Copper is not one price. Yards grade it by cleanliness, coating and gauge, and the spread from the top grade to the bottom runs 25 to 35 percent. These are the same grades used on export contracts, converted to SAR.
The scrap market in Saudi Arabia
Saudi Arabia keeps its scrap at home: exports of ferrous and non-ferrous scrap have been restricted to secure feedstock for domestic steel and aluminium producers, so local mills and smelters set the price rather than export markets. Riyadh, Jeddah and the Eastern Province around Dammam and Jubail are the collection hubs.

Scrap is being turned into a licensed industry
The Ministry of Industry and Mineral Resources is building a national licensing framework that treats recycling as an industrial sector rather than an informal trade. The programme is being implemented with the National Centre for Waste Management, MWAN, the Ministry of Environment, Water and Agriculture, and the Ministry of Municipal and Rural Affairs and Housing.
It sets out eight licensed activities, and two of them are about metal specifically: the sorting and processing of metal scrap and waste for use as raw materials, and the preparation of metal scrap and waste for industrial feedstock. The others cover organic compost, reuse of municipal solid waste, reuse of hazardous and non-hazardous industrial waste, recycling of oils and petroleum waste, and municipal waste disposal by landfill or waste-to-energy incineration.
More than 235 companies are expected to come under the framework: around 125 recycling firms, 90 sorting companies and 20 treatment operators. The stated targets are roughly 10.7 billion dollars of investment and recovery of 4.2 million tonnes of recyclable material by 2035.
Why now, and what it means for a seller
Because the waste is arriving faster than the landfills can take it. Nearly half of Saudi Arabia's waste comes from three cities, with Riyadh at 21 percent, Jeddah at 14 percent and Dammam at 8 percent, and most landfills are described as close to capacity. Rapid urbanisation around megaprojects has accelerated that.
For anyone selling metal here, the practical consequence is that the buyer side is consolidating into licensed operators. That generally means better weighing, clearer documentation and more reliable payment, and it also means the informal end of the market is likely to shrink. Ask whether a buyer holds one of the new licences; within a few years it will be the obvious question.
