Copper scrap prices by grade in Oman

Copper is not one price. Yards grade it by cleanliness, coating and gauge, and the spread from the top grade to the bottom runs 25 to 35 percent. These are the same grades used on export contracts, converted to OMR.

The scrap market in Oman

Most countries that restrict scrap exports restrict scrap. Oman restricted everything. A regulation first taking effect in 2020 prohibited the export of any kind of waste material from the country, and the blanket ban was fully implemented earlier this year.

What makes Oman worth studying rather than simply noting is that the Environment Authority has published the result. The Director-General of Environmental Compliance stated that the number of recycling facilities in the country rose from just over 27 to nearly 85 following the regulation, most of them small and medium enterprises.

That is the only place in the Gulf where the effect of an export restriction has been given as a before and after figure. Whatever you think of the policy, it did the thing it was designed to do: by closing the outflow, the processing had to happen inside the country, and capacity followed.

The stated reasoning is explicit. By restricting the outflow of secondary raw materials, the authority said, the aim is to improve the efficiency of resource use and build a stronger circular economy domestically.

Selling scrap metal in Oman: rules, ID and payment

Two separate layers apply, and they are often confused. The export ban comes from the Environment Authority and covers waste materials generally. Collection and handling is licensed locally: a regulation for Muscat Governorate governs the practice of scrap collection and handling, resting on Royal Decree 101 of 2020 on governorates and municipal affairs and on a local order dating from 2009.

The collection licence runs for one year and can be renewed or extended, and the regulation stresses that health and technical requirements must be met. A collector operating without it is outside the system.

Starting a scrap business here also requires environmental clearance from the relevant ministry alongside the ordinary commercial registration, plus any additional permits for specific materials.

A comprehensive national legal framework for waste recycling was described as being under development, so the position is likely to keep moving. Confirm the current rules before committing to anything long-dated.

Before you sell

  • Do not plan an export route for recyclable material. The ban is blanket rather than metal-specific.
  • Ask a collector for their licence. It is a one-year permission, so ask when it was issued as well as whether it exists.
  • Sell to processors rather than traders where you can. The policy exists to keep the processing here, and the processing is where the value is.
  • For aluminium, note that Sohar Aluminium runs a recycling forum with the Environment Authority, which indicates where that stream is expected to go.
  • Expect the framework to change. A national legal framework for recycling was described as being drafted.

Sohar Aluminium has run an Aluminium Recycling Forum in collaboration with the Environment Authority, now in its third edition, which is a reasonable indication of where that stream is intended to be processed.

Is new steel capacity being built?

Yes. An electric arc furnace steel mill has been announced for Sohar Industrial Port at a reported cost of around 390 million dollars. An EAF runs on recycled material, which is consistent with a policy of keeping scrap in the country.
