The scrap market in Vung Tau
Phu My is where Vietnam melts steel. POSCO Vietnam's electric arc furnace plant in Phu My II Industrial Zone was commissioned in December 2015 with a stated capacity of one million tonnes a year, producing billets, deformed rounds, H-beams, angles and channels. VNSteel's Southern Steel plant, established in 2005, runs an EAF in Phu My 1. Hoa Sen and Pomina also hold sites in the Phu My zones. That concentration of furnace capacity in one province has no equivalent anywhere else in the country.
The second half of the picture is the port. Cai Mep-Thi Vai, in the same province, is Vietnam's main deepwater container gateway and can take vessels up to 200,000 DWT. Imported scrap, graded to QCVN 31:2024 and inspected on arrival, lands close to the furnaces that will consume it. A domestic seller here is therefore competing with an import at its shortest possible freight distance, which is a different and sharper pressure than the same seller would face further north.
