Certification is not a quality grade. It is a legal requirement that turns on one question: does the weight set the price? Answer that first and the rest of the specification follows.
Five things to check on any scale, including the one you are weighed on
- The NTEP CC number. Every certified device carries one, and you can verify it in the NCWM database.
- The accuracy class, marked on the device.
- The maximum number of divisions, which is the precision limit. A scale rated to 5,000 lb by 1 lb has 5,000 divisions.
- A visible security seal or calibration mark from an authorised provider. This is the check that matters in a dispute, because it shows the scale was tested and sealed rather than merely bought.
- Both parts certified. The indicator and the weighing base each need certification. A certified base with an uncertified readout does not qualify.
Certification requirements described are for the United States under NTEP and NIST Handbook 44. Prices are indicative 2026 street figures and exclude freight and installation. Only a certified technician may service or calibrate a legal-for-trade scale, and non-certified weights can never be used for calibration. Requirements and inspection intervals differ by state and country.
Who actually needs certification
If you buy material and pay by weight, you need it. That is exactly what NTEP covers, and scrap yards are named explicitly in the category alongside transfer stations and freight. Inspectors look for the Certificate of Conformance and can halt weighing operations without it.
If you sell to a yard, you do not. Their certified scale is the one that counts in any dispute. Yours is for sanity-checking the ticket, and a cheap platform scale does that fine.
If it is internal stock control or process checks, you do not. Weight is not determining price, so a non-certified industrial scale is appropriate and considerably cheaper.
Size to your largest load, not your average
Buying above your largest load wastes money. Buying below it means the scale cannot do the job at all, which is worse. When the two are close, size up one tier.
Dense material catches people out. A stack of brake rotors or a drum of cast iron reaches a rating faster than the volume suggests, and a scale at its limit is a scale you will replace.
The class you need, and the one you do not
Class III is general purpose and covers bench and small platform work.
Class IIIL is the larger-capacity class used for floor and truck scales.
Class II is high precision, for jewellery, laboratory and pharmaceutical use. Precious metals and converter material justify it; nothing else in scrap does, and paying for it elsewhere buys resolution you cannot use.
Two rules that catch people out
Only a certified technician may work on it. They reseal the device or file the paperwork when it goes into service. A broken seal on a yard scale is a legitimate question to raise before weighing.
Non-certified weights can never calibrate an NTEP scale. Gym weights, sandbags and improvised masses all disqualify it. Calibration needs certified test weights, which is part of what a service contract buys.
Buying used certified equipment
A used legal-for-trade scale is often the sensible purchase, and the checks are the same ones you would run on a yard's.
Verify the CC number in the NCWM database before agreeing a price. A device whose certificate has been withdrawn is not legal for trade whatever the label says.
Look at the seal and its date. A scale that has been out of service for years needs testing and sealing before it can be used commercially, and that is a technician visit rather than a formality.
Confirm both parts. Indicators and bases are separated and mixed all the time in the used market. A certified base sold with whatever indicator was to hand is not a certified scale.
Ask what it will cost to put into service. Testing, sealing and any repair a technician finds can approach the price of a new entry-level unit, which is the calculation that decides most used purchases.
If you think a weight is wrong
Raise it before the load is tipped, because once material is mixed with other stock there is nothing left to re-weigh.
Ask to see the seal and the last inspection date. A reputable operation will show you without hesitation.
Ask for a re-weigh. On a small non-ferrous load this costs the yard a minute.
Weigh your vehicle loaded and empty if you suspect the gross and tare figures rather than the scale itself, since that is where more disputes actually originate.
If it is not resolved, the weights and measures authority for your state or country handles complaints about commercial scales, and inspections are their function rather than a favour. That said, most disagreements turn out to be grade or deduction disputes wearing a scale's clothing, which is worth ruling out first.
Most disputes are not about the scale
Worth knowing before you spend anything on one.
Roughly 500 lb comes off a vehicle for tyres and fluids. Wire loads are deducted for insulation and contamination. Mixed loads are graded down rather than deducted, and a mis-written grade costs more than a mis-read weight.
